Agence France-Presse The Asian Development Bank holds its annual meeting this weekend reeling from a global food crisis that has led to stinging criticism of its international governors for failing to see it coming. The soaring price of basic foods such as rice -- the benchmark Thai variety now fetches some 1,000 dollars a ton, up threefold on a year ago -- has led to a supply crunch that is worrying governments wary of popular unrest. There are other tough issues facing the bank, notably a simmering internal row among its members over its continuing relevance in a region that has been transformed since the lender was founded 42 years ago. The United States, which with Japan is the ADB's largest shareholder, took the unprecedented recent step of voting against its long-term strategic plan, which is also on the agenda for the meeting in Spain's capital Madrid. But a source within the bank, who asked not to be named, said: "While the bank faces a number of critical issues about its role and relevance, all this may be overshadowed by the food crisis." ADB president Haruhiko Kuroda warned recently that soaring food prices had pushed back Asia's fight against poverty, and that some countries may one day need foreign aid to feed their hungry. The rises are blamed on higher energy and fertilizer costs, greater global demand, droughts, the loss of rice farmland to biofuel plantations and price speculation. "The food crisis did not happen overnight," said Shalmali Guttal, a senior associate at Focus on the Global South, a Bangkok-based political and economic advocacy group. "Asian farmers have been drawing attention to the growing agrarian crisis for years, but no one with the power to change policy listened," she told AFP in a telephone interview. "Many of us civil society researchers and activists saw this crisis coming, why didn't the ADB and the World Bank?" While the ADB boasts some "spectacular progress" over the last 40 years in poverty reduction, most notably in China, the region is still home to some 600 million people living on less than a dollar a day -- two thirds of the global population. "Agriculture has clearly been neglected by governments and international institutions alike for at least two decades and the world is now suffering the results of such neglect," Bruce Tolentino, director for economic reform and development with the Asia Foundation, told AFP. He said the ADB and others "should have seen this crisis coming." "But unfortunately it is a weakness common to many institutions, including the ADB, that the left hand doesn't know what the right hand is doing and vice versa." Based in Manila, the ADB is owned by its 67 member countries -- 48 from the Asia-Pacific region, and 19 from elsewhere around the world. In 2007, it approved 10.1 billion dollars of loans, 673 million dollars in grant projects, and technical assistance amounting to 243 million. Since it was established, the ADB has grown from helping Asian governments develop infrastructure projects to promoting the role of the private sector in development. But some critics say its loan conditions unfairly pressure governments to deregulate and privatize agriculture -- leading to problems such as the rice supply crunch. Arze Glipo, the convenor of the Asia Pacific Network on Food Sovereignty, which represents farmers' groups, said ADB projects "tended to weaken farmers' livelihood." She cited a 175-million-dollar loan to the Philippines to finance a grain sector development program, under which the ADB urged the privatization of the National Food Authority. The ADB also wanted restrictions on rice imports replaced with a system of tariffs, and cancelled the loan when Manila failed to act, she charged. That kind of tactic -- "regardless of its costs and consequences" -- is at the very heart of the problem, said Guttal of Focus on the Global South, as it forced governments to change policies to fit in with the ADB's conditions for credits. "The new policies favor large, mostly foreign, private sector actors and corporations and not the poor," she added.

Fifth seed Serena Williams crashed out of the French Open on Friday losing a third round tie 6-4, 6-4 to Katarina Srebotnik of Slovenia.
The 27th seed will play the winner of the match between Emilie Loit of France and Patty Schnyder of Switzerland for a place in the quarter-finals.
Williams looked out of sorts from the start quickly falling a service break down as the 27-year-old Srebotnik, who had lost her three previous meetings against the American, cleverly mixed her shot-making.
It was a similar story in the second set as Williams, the 2002 champion here when she beat sister Venus in the final, hung on grimly only to drop her serve again in the ninth game.

Kidnap-for-ransom charges will be filed by the police against Mayor Alvarez Isnaji of Indanan, Sulu, for his alleged involvement in the abduction of Mindanao peace advocate Octavio Dinampo and the ABS-CBN News team led by senior correspondent Ces Drilon.

Director General Avelino Razon Jr., Philippine National Police chief, announced at a press conference in Camp Crame that the charges will be filed Thursday. The mayor is also due for inquest proceedings later in the day, he said.

Razon said 14 other suspects, whom he said are members of the Abu Sayyaf bandit group, will also be charged with kidnapping.

He said Isnaji's son, Haider, is also being investigated for possible involvement. He added that other people, including Dinampo, the news team's contact person in Sulu, are still being questioned about the kidnapping.

Others taken into custody for questioning were Juamil Biyaw, a former member of the Moro National Liberation Front , and the driver who brought Drilon's team and Dinampo to Barangay Adjid in Indanan town on June 8.

Drilon and her team were supposed to interview a high-ranking bandit leader when they were kidnapped by alleged members of the Abu Sayyaf.

The news team, including cameraman Jimmy Encarnacion, were released by the kidnappers late Tuesday night in Talipao town. Cameraman Angelo Valderama was freed on June 12 in Talipao town.

Razon also announced that the PNP is investigating reports about the alleged unloading of two duffle bags full of money from an aircraft that landed at the Jolo airport in Sulu hours before the release of Drilon's team and Dinampo.

Reports said the aircraft, a Seair special flight, landed on the Jolo National Airport from Zamboanga City around 4 p.m. Tuesday. A lawyer who carried two duffle bags was allegedly met by another son of the Indanan town mayor in a pick-up near the aircraft. The truck is allegedly owned by Sulu Vice-Gov. Lady Ann Sahidulla.

Razon said a lawyer identified as a certain Nasser Inawad had been invited for questioning regarding the special flight. Reports said the duffle bags contained money supposedly intended for the ransom.

Isnaji's inconsistencies

At the press conference, Razon reiterated that the mayor was placed under arrest for allegedly making inconsistent statements during debriefing at the Criminal Investigation and Detection Group headquarters at the police camp in Quezon City.

The mayor and his son were brought to the police camp in Manila on Wednesday while the television news team and Dinampo were being debriefed in Zamboanga City.

Razon initially said the mayor and the son were not suspects in the latest Abu Sayyaf kidnapping.

Chief Superintendent Raul CastaГ±eda, CIDG director, told ANC's "News at 8" earlier Thursday that policemen who were "at the crime area" in Sulu debunked the statements made by Isnaji during the debriefing.

"Based on the evaluation of our investigators... There are so many inconsistencies on the debriefing made on the mayor. We have officers who debunked his statements. were at the crime area when was going on," he said.

The police official declined to specify the inconsistencies made by the father. He said Haider also made inconsistent statements during debriefing.

The arrest was made even as Drilon and her employer, ABS-CBN, thanked Isnaji for his efforts to save the news team from the kidnappers.

Isnaji personally fetched Drilon, Encarnacion, and Dinampo from an undisclosed place in Talipao after the release. He also brought the three to his home in Indanan town before turning them over to the military.

Haider, meanwhile, was the one who fetched Valderama on June 12.

Isnaji confirmed that P100,000 was paid as "board and lodging" fee for Valderama. Reports, meanwnhile, said that Drilon and the other victims were released after the kidnappers agreed to receive livelihood projects from the government.

Dinampo's turn to rescue Isnaji

Dinampo, a peace advocate and professor of the Mindanao State University, came into the defense of Isnaji after learning that the mayor had been arrested.

Dinampo vouched for the credibility of the mayor, saying the allegation against the Isnajis have no basis.

"There was no basis. Isnaji was someone the negotiators trust since Sahidulla was rejected," said Dinampo.

The professor added that he could not say whether he was betrayed according to Drilon's suspicion.

Asked about his ordeal, Dinampo said he was "not hogtied maybe because he was praying with them ." But at one point, he said, a gun was pointed at him.

Dinampo also clarified that the military is not holding him against his will, saying he just needed some time to rest.

The professor made this clear after his group, the peace advocate Mindanao People's Caucus, voiced its concerns for his continued debriefing at the Western Mindanao Command headquarters in Zamboanga City.

TOKYO - A Japanese government panel called on parents and schools Monday to help limit the use of mobile phones by children to prevent them from accessing "harmful" information on websites.
The advisory council on education made the proposal to Prime Minister Yasuo Fukuda as children become more prone to crimes involving dating websites and bullying on Internet school bulletin boards.
The panel said it would urge "parents, schools and other people concerned to cooperate in preventing elementary and junior high school students from using mobile phones unless it is necessary."
It called for limiting mobile phone use just to calls.
These measures are necessary to "protect children from harmful information and other negative influence involving the use of mobile phones" including "crimes and bullying," the report said.
Press reports have linked some crimes by children to dating websites.
"It is true that the use of mobile phones causes various problems," Fukuda told reporters. "I think the panel has made timely discussions on the problem."
He added: "First of all, I wonder if there is any need for children to possess mobile phones."
The panel also recommended that English be made compulsory for children in their third year at elementary school, instead of the current first year at junior high school.
The government will take the proposals into consideration in working out its policy guidelines next month.
While about a third of Japanese primary school students aged 7-12 use mobiles, by the time they get to high school that figure rises to 96 percent, according to a government survey last December.
There are fears for students' safety as only about one percent of them have blocks on potentially harmful material, meaning they could reveal personal information, making them prey for fraudsters and paedophiles.
But even on protected sites such as school bulletin boards, bullies are able to anonymously post comments without teacher oversight or intervention.

Four provinces have been placed under Public Storm Warning Signal Number 2 as Tropical Storm Cosme intensified in the past few hours and is now threatening Central and Northern Luzon.
In the 7:30 p.m. bulletin of Philippine Atmospheric, Geophysical and Astronomical Services , Cosme's eye has been estimated to be 240 kilometers west southwest of Iba, Zambales and is moving northeast at 13 kilometers per hour .
Cosme has maximum sustained winds of 95 kph near the center, with gustiness of up to 120 kph.
Public storm warning signal number 2 has been raised over Zambales, Tarlac, Pangasinan, and La Union, where winds between 60 to 100 kph are expected.
Signal number 1 has been raised over Bataan, Bulacan, Pampanga, Nueva Ecija, Nueva Vizcaya, Ifugao, Benguet, Kalinga, Mountain Province, Abra, and Ilocos Sur, where winds between 30 to 60 kph are expected.
The typhoon will continue to enhance the southwest monsoon and bring rains over Luzon and Western Visayas.
Residents in low lying areas and near mountain slopes are advised to take all the necessary precautions against possible flashfloods and landslides, the bulletin stated.
Residents along the coastal areas of Luzon and Western Visayas are alerted against big waves generated by these tropical cyclone, the weather bureau warned.

WASHINGTON - Democrat Barack Obama has a 7-point lead on Republican John McCain in the US presidential race, and holds a small edge on the crucial question of who would best manage the economy, according to a Reuters/Zogby poll released on Wednesday.
More than a month after kicking off the general election campaign, Obama leads McCain by 47 percent to 40 percent. That is slightly better than his 5-point cushion in mid-June, shortly after he clinched the Democratic nomination fight against New York Sen. Hillary Clinton.
But Obama's 22-point advantage in June among independents, a critical voting bloc that could swing either way in the November election, shrunk to 3 points during a month in which the candidates battled on the economy and Obama was accused of shifting to the center on several issues.
Obama had a 44 percent to 40 percent edge nationally over McCain on who would be best at managing the economy, virtually unchanged from last month. Among independents, the two were tied on the economy.
"There has been a real tightening up among independents, and that has to be worrisome for Obama," pollster John Zogby said. "It doesn't seem like Obama is coming across on the economy."
The economy was ranked as the top issue by nearly half of all likely voters, 47 percent. The Iraq war, in second place, trailed well behind at 12 percent. Energy prices was third at 8 percent.
The faltering economy had been expected to be a weakness for McCain, an Arizona senator and former Vietnam prisoner of war who has admitted a lack of economic expertise.
McCain has portrayed Obama, an Illinois senator, as a proponent of higher taxes, while Obama has tried to link McCain with President George W. Bush's unpopular economic policies.
McCain backs an extension of Bush's tax cuts, which are geared toward higher wage earners. Obama supports tax cuts for low- and middle-income earners and calls for higher taxes on those making more than $250,000 a year.
Mccain backs lifting oil drilling ban
In the face of surging gas prices, McCain has proposed lifting the ban on offshore oil drilling as a bridge to a new energy policy. Obama sharply criticized the plan and said it would provide no real relief.
"On balance, McCain probably scored on oil drilling because he looked like a man of action," Zogby said.
The polling was conducted Wednesday through Sunday, mostly after a public flap over comments by former Texas Sen. Phil Gramm, a top economic adviser to McCain.
Gramm said the United States had become "a nation of whiners" who are in a mental recession. McCain quickly distanced himself from the remarks, which Obama said showed how out of touch McCain was on the economy.
When independent candidate Ralph Nader and Libertarian Party candidate Bob Barr, who are both in the process of trying to add their names to state ballots, are included in the survey Obama's margin over McCain grows to 10 percentage points, 46 percent to 36 percent.
Nader and Barr each picked up 3 percent, but nearly all of their support came from McCain. With Nader and Barr included, about 60 percent of conservatives back McCain, and 71 percent of self-identified Republicans support him.
McCain has struggled at times to solidify his support among conservative Republicans, and has moved to mend fences on issues like immigration and taxes where he has bucked the party in the past.
Obama, an Iraq war opponent who has been labeled a liberal by Republicans, earned the support of more than one-fifth of voters who identified themselves as conservative.
"It appears that at least some conservatives are still looking for alternatives to McCain," Zogby said.
Obama led McCain among women, Hispanics, blacks, Catholics, young voters, suburban voters and union households. He pulled into a tie with McCain among men.
McCain led Obama among white voters, born-again Christians, middle-income voters and older voters.
The national survey of 1,039 likely voters had a margin of error of 3.1 percentage points.

The Armed Forces of the Philippines on Thusday said it has stepped up offensive operations against Moro Islamic Liberation Front commanders Abdurahman Macapaar alias Commander Bravo, Aleem Sulaiman Pangalian and Commander Umbra Kato.
The three MILF commanders are believed to have led the attacks in the areas of North Cotabato and Lanao provinces.
Brig. Gen. Jorge Segovia, chief of the AFP Command Center, announced in a press conference in Camp Aguinaldo that Army troops are now being backed up by the Navy and Air Force in its operations.
Segovia said that the Navy is now guarding the coastline of Lanao del Norte while the Air Force is conducting bombing operations in the lairs of the MILF commanders.
Segovia also disclosed that at least five battalions have already been deployed in Mindanao to reinforce military forces in the area. Most of the engagements between government forces and MILF forces have been initiated by soldiers, he said.
Segovia also said that early this morning five soldiers were wounded while several MILF members were also injured in an encounter in Midsayap, North Cotabato...
As AFP spokesperson in this crisis, Segovia called on the other members of the MILF to step aside and not harbor the groups of Commanders Bravo and Kato. He said that any group who would get in the way of the militarys offensive operations would not be spared.
Segovia also gave a reaction to a statement of MILF Chairman Al Haj Murad that the actions of Commanders Bravo and Kato would be dealt with internally by the MILF.
Segovia said that the crimes committed by the MILF commanders could not be internally resolved within the MILF because they have committed violations and crimes against innocent civilians and therefore should be made accountable for their criminal actions.

Segovia also reported that the 31 MILF surrenderees belonging to the group of Commander Bravo is now undergoing tactical interrogation and that the military hopes that they will provide vital information leading to his arrest.

I wrote a little while ago about the Midland Hotel at Morecambe. How it had been renovated after falling into rack and ruin. I said it looked really nice which it does.

A lady commented about her son who works there, he wasn't being paid. (Has now received some money now but not all.)

Just to say, although I am sorry this has happened and I know jobs are so hard to get now, but I don't really want to get into this discussion.

InterContinental becomes Hotel Westin

I was walking down the Rue Castiglione this week and noticed the big billboards covering the building at the corner of Rue de Rivoli. Up until January, this was the Paris InterContinental. Now it's called The Westin, although aside from a few signage changes, for the moment it still looks very much the same as it did when I stopped by in September. But I hear big renovations are planned for the massive 438-room conference hotel, so stay tuned. I think the change is good. I never really liked this hotel despite its beautiful ballrooms and historic architecture. All conference hotels have a conference hotel atmosphere, no matter how pretty they look. The other weird thing was that it always confused the tourists because there were actually two InterContinental hotels, the remaining one, known as the InterContinental Paris Le Grand Hotel, located nearby across from the Opéra Garnier. This one was completely renovated two years ago, and while very impressive, is also a conference hotel (although it's nice to have a drink in their intimate bar just past the winter garden atrium). I think it's funny that their website doesn't mention what happened to the other hotel, but rather has an oddly prominent quote in the center of the home page that says:"There is only one Paris. There is only one InterContinental."No mention of who this quote is from...maybe it's the endless refrain chanted into the phone by the receptionist feiliding calls from confused travelers looking for the "one near the Tuileries".
