CHENGDU, China - China raised the number of dead or missing from a devastating earthquake to more than 70,000 on Tuesday, as rescuers found another survivor eight days after the huge tremor hit.
Vice governor Li Chengyu of the southwestern province of Sichuan said the known death toll there alone had now topped 39,500. At least another 500 have been reported killed in neighboring provinces.
State news agency Xinhua reported that a further 32,000 were still missing.
Authorities had previously said they expected the final death toll to exceed 50,000. The number of injured stands at about 245,000.
Ma Yuanjiang was rescued in Wenchuan county, epicenter of the May 12 quake in mountainous Sichuan, after 179 hours buried in the rubble, state media said.
His rescue came as authorities tried to restore calm in the provincial capital, Chengdu, after tens of thousands rushed into the streets overnight alarmed by a television prediction of another powerful earthquake.
But as darkness fell over Chengdu on Tuesday thousands of residents prepared makeshift shelters to sleep outside, too afraid to stay overnight in their homes.
That, along with fresh aftershocks and forecast heavy rain, compounded the difficulties for military, government and private workers trying to ensure millions of homeless are fed and housed.
Anger was building among bereaved parents in Sichuan over the way many school buildings had collapsed, burying whole classrooms full of children. In one town, in a rare public protest, hundreds demanded punishment for anyone guilty of shoddy construction.
Chengdu residents rushed from their homes before midnight on Monday, alarmed by the prediction of another earthquake after the 7.9 magnitude tremor on May 12.
Hundreds of aftershocks have been felt over the past week, bringing down more buildings and causing landslides. A few hours after the television report, a 5-magnitude tremor was felt.
But on Tuesday, provincial television screened interviews with a series of seismological bureau officials to explain the prediction and calm a jangled populace.
"Just because you can feel aftershocks, it doesn't mean they will hurt you. Of course, that doesn't mean you should stand in harm's way," said Han Weiding, researcher with the local seismological bureau.
The quake warning also prompted panic in neighboring Chongqing municipality and Guizhou province.
Anger over schools
The pandemonium showed how the main quake and its aftershocks have stretched nerves to breaking point.
"I think the television coverage is overdoing it. They're scaring people," said a hotel worker surnamed Li, who spent the night in a public park.
The most lamented victims of the quake have been the thousands of children who died when school buildings collapsed.
In Juyuan town, hundreds of grieving parents demanded an annual memorial day for their children, punishment of officials or builders responsible for shoddy schools, and compensation.
"How come all the houses didn't fall down, but the school did? And how come that happened in so many places?" demanded Zhao, whose two daughters were crushed to death.
"We want a memorial day for the children, but we also want criminal prosecution of those responsible, no matter who they are."
As China's ruling Communist Party seeks to maintain a staunch front of unity and stability after the quake, the incipient protests by parents could be troublesome, for many of them blame official graft and laxity, more than nature, for the deaths.

Roque however was hesitant to reveal how much the increases would be.
He said he wanted to make sure that the increases would not be negated by economic factors such as the escalating price of rice and the weekly increases in gasoline prices which in turn are affecting almost all goods being sold in the markets.
"Kasi mawawala ang bisa ng wage increase ," Roque said.
Roque said the main consideration would be whether employers can shoulder the increase and whether the proposed increase will not affect the prices of raw and manufactured goods and cause them to spiral.
He said they are also looking at the expanding the coverage of non-wage benefits like providing employees with free transportation to and from their workplaces and providing day-care centers for the children of employees.
Non-wage benefits an improvement in take-home pay
The Trade Union Congress of the Philippines meantime welcomed the news.
TUCP spokesperson Alex Aguilar said the move is unprecedented in the sense that in just a matter of 30 days, the wage boards will have already come up and implemented a wage order, the speediest in history as far as TUCP is aware of.
TUCP however does not expect to get the P80 increase in minimum wage it has petitioned for before the wage boards. Historically, the increase granted per petition is only about 10-11%. Less than a twenty to twenty five peso increase, however, will not be enough and unrealistic for minimum wage earners and will incur the anger of workers. They are asking the wage boards to consider the continually increasing prices of food, oil, etc in their deliberations.
Non-wage benefits pushed
Aguilar said that although the actual wage increase is important, non-wage benefits should not be belittled. "Theyre a big help, an improvement in the take-home pay," Aguilar said.
He said that aside from mere income tax exemptions, the TUCP had also suggested other non-wage benefits should be provided like penalty condonation on unpaid loans during a crisis and a rice subsidy, particularly for big companies.
"There are many ways to add to a salary. But these cannot replace an actual wage increase," Aguilar said.
He added that "talks of a wage increase cannot be discounted."
Philippine Chamber of Commerce and Industry president Donald Dee meanwhile said the employers are not against a wage increase but they also want to include non-wage benefits to help the employee cover inflationary effects.
Govt salary increase
Meanwhile, Undersecretary Laura Pascua of the Department of Budget and Management said the salaries of government employees will definitely increase by 10 percent in July. President Arroyo on Labor Day signed the executive order to implement the salary hike of government officials and workers.
Pascua said the DBM has always included in the following years budget a salary increase. The last increase was in July 2007.

Courts must contribute to the achievement or nurturance of prosperity.

Safeguarding the liberty of our people is the traditional forte of the judiciary. The history of the world shows a long and arduous road to freedom.

While the safeguarding of liberty is a traditional and fairly common task for the judiciary, the nurturing of prosperity may not be too familiar to the courts. Some jurisdictions may even take the view that the judiciary need not exert conscious thought and effort to nurture progress.

Whatever the status of a countrys economic progress, courts must contribute to the achievement or nurturance of prosperity; or, at the very least, to the alleviation of poverty, disease and disability. Important world events impel me to advocate a necessary вЂ” nay, indispensable вЂ” nexus between political liberty and economic prosperity.

First. The Universal Declaration of Human Rights , which was adopted by the General Assembly of the United Nations on December 10, 1948, has emerged as the fundamental law of human rights. The UDHR recognizes the entitlement of the common people to liberty and prosperity.

In the Philippines, our 1987 Constitution commands the State to "promote a just and dynamic social order that will ensure the prosperity and independence of the nation and free the people from poverty..."

Second. Another impetus to my twin advocacies pertains to developments in the private sector. More and more people around the world are realizing the need to fight poverty and deprivation and are pooling enormous resources and talents to combat this common menace.

Giving

For starters, Time magazines "Persons of the Year" for 2005 вЂ” the worlds richest multi-billionaire couple, Bill and Melinda Gates вЂ” staged their own campaign for vaccinations and public health care. Their target: to save 700,000 lives.

Billionaire investment guru Warren Buffett has joined their crusade with a mind-boggling $30 billion donation of blue-chip Berkshire Hathaway stocks to the Gates Foundation.

Last September 2006, billionaire-financier George Soros announced that he was contributing $50 million to the Millenium Villages Project. This nongovernmental initiative seeks to show that closely focused development projects can alleviate severe poverty within a few years.

Even the famed Nobel Peace Foundation has veered its lenses to poverty alleviation, as it awarded the Nobel Peace Prize to Bangladeshi Muhammad Yunus on October 14, 2006. He and his Grameen Bank had pioneered micro credit and proved that the poors misfortunes could be transformed by helping them become self-employed. Over 6.6 million impoverished Bangladeshis have availed themselves of micro loans.

Philanthropic endeavors in Asia have likewise brought back hope to the homeless, the blind, the poor, and the neglected. In 2006, six exceptional Asians and one exemplary organization were granted the Ramon Magsaysay Awards вЂ” Asias equivalent of the Nobel Prize. One of the awardees, the Gawad Kalinga Community Development Foundation has been largely instrumental in building private mass housing projects for slum dwellers in the Philippines.

Well-functioning judicial system

Third. Still another factor behind the call for both liberty and prosperity is the growing consensus among international developmental institutions that a stable judiciary and a firmly established rule-of-law system are necessary means to achieve liberty and prosperity.

Institutions, like the United Nations Development Program , the World Bank , and the Asian Development Bank have realized that poverty alleviation and economic growth cannot be attained, unless there is "a well-functioning judicial system enables the State to regulate the economy and empower private individuals to contribute to economic development by confidently engaging in business, investments and other transactions."

This stance explains why the UNDP is passionate about broadening the poors access to justice; why the WB wants "an effective and efficient judicial system that protects citizens from the abuses of government and safeguards the rights of the poor"; and why the ADB desires "to enhance the effectiveness and the accountability of the judiciary."

The rule of law

Now, it is not enough that the goals espoused are laudable. It is equally important that the means employed to reach them is equally dependable. So, liberty and prosperity as goals must be attained through the rule of law. The rule of law reigns when a country is governed according to the constitution and the laws enacted by representatives chosen democratically by the people, not pursuant to the wiles and whims of the rulers.

Under the rule of law, the policies and actions of the governors are transparent, predictable and stable. The elected officials are accountable to the people, politically through periodic elections. Appointive high officials on the other hand are accountable through the process of impeachment.

Both the elected and the appointed are criminally and administratively answerable through courts of justice that are independent and competent. Elections are conducted peacefully, freely and honestly thereby insuring that the true will of the majority prevails.

The rule of law makes development stable and sustainable over the long term, because it is the guarantee against the temporary tempest of political storms and partisan wrangling. The rule of law warrants long term equality of opportunity and respect for humanity, regardless of race, color or creed.

The Canadian good life

In Canada, this aspiration for the good life; the good life of liberty and prosperity under the rule of law was captured by Prime Minister Pierre Elliott Trudeau in his advocacy of "the just society." It is a vision that Canadians embrace, a vision that Canadians want to share with the world.

But what does "just society" mean? According to Chief Justice McLachlin in her address upon receiving her honorary doctorate from the Ateneo de Manila University, it means, "a society governed by the rule of law and built on the values of democracy, equality and liberty. It means a society in which all can participate, where all can pursue a dream, where all enjoy basic liberties of expression, association and movement. It means a society where everyone, regardless of race, creed or ethnic background, has a place."

Beyond Canada, there is a teeming world of people, there is a sea of humanity seeking the same blessings of a just society, aspiring for the same dream to enjoy the basic freedoms of expression, association and movement and to live in a nation of liberty and prosperity under the rule of law.

The peoples of the Philippines and the world are aflame with gratitude and praise for Canada because Canadians want to share the blessings of their just society with the rest of mankind through the Canadian International Development Agency.

If plans push through, the newly crowned NBA champions from Boston, led by the Big Three will be at ringside to root for the Filipino challenger.
According to Pacquiaos pointman in Los Angeles, Winchell Campos, 16 tickets have already been reserved for members of the Boston Celtics, most of whom are already in town as of Friday.
"They all wanted to see Pacquiao fight, knowing that Pacquiao is a big fan of the team," said Campos who said he personally talked to Garnett over the phone on the eve of the fight.
Pacquiao knew of the Celtics plan to come and see him fight, and even offered them tickets. But later on Mandalay Bay said it would provide the ringside tickets for the reigning world champions.
Campos said they are working it out with Mandalay Bay officials how the Celtics, or at least a few of them, could get inside Pacquiaos dressing room before or after the scheduled 12-rounder.
Pacquiao is a big Celtics fan, and in the recent finals against the Los Angeles Lakers he kept on rooting for the men in green.
When he checked at Mandalay Bay last Monday, he talked about the recent NBA Finals, how he knew even before the start that the Lakers would find no answer to the Celtics "deeper bench."
Pacquiao proudly wore a Celtics cap that night, the cap being presented to him by a friend during his last day of training at the Wild Card Gym in LA.

PARIS - France pledged Friday to double its emergency food aid in 2008, as the United Nations agency charged with relieving world hunger made a second urgent appeal for funds inside a month.
President Nicolas Sarkozy told an international climate change gathering in Paris that he would release 60 million euros this year -- with a warning that the world's food crisis was breeding violence.
"We must act urgently to strengthen food security at a time when 37 countries are going through a very serious food crisis," Sarkozy said.
"We cannot remain indifferent to the unrest among those people who, in the developing countries, can no longer satisfy their hunger."
The World Food Programme request for 256 million dollars came on top of another "extraordinary emergency appeal" for 500 million dollars launched in March.
The agency has estimated that food prices have risen some 55 percent since June 2007 -- and warned that, without top-up funds, it would have to cut rations distributed to 73 million people in 78 countries.
Food prices have spiraled globally due to rising populations, strong demand from developing countries, the use of certain foods in biofuels, and the increasing frequency of floods and droughts amid concern over climate change.
The surging cost of staples such as rice, wheat, soybean and corn has provoked protests and rioting in at least half a dozen developing countries, even toppling Haiti's prime minister Jacques-Edouard Alexis last weekend.
Protests have also erupted in Cameroon, Egypt, Ethiopia, Ivory Coast, Madagascar and Mauritania -- with 10,000 garment workers rioting in Bangladesh.
Sarkozy was speaking to ministerial-level representatives from the world's major carbon emitters, including China and India.
However, International Monetary Fund managing director Dominique Strauss-Kahn told French radio Friday that a developed-world accent on developing biofuels to reduce its carbon footprint poses "a real moral problem".
He said hydrogen engines "will be much more efficient in the years to come," and said the emissions problem "must be balanced with the fact that people are going to die of hunger".
The United States and Brazil have massive programs for converting grains, sugar and soy beans into ethanol and biodiesel that are then used as a substitute for fossil fuels.
Record oil prices of nearly 115 dollars a barrel have exacerbated the crisis.
Asian Development Bank president Haruhiko Kuroda said Friday that food price inflation was impacting heavily on more than 600 million Asians still living on a dollar a day or less.
He said the ADB was ready to help low-income countries like Bangladesh. Others such as Vietnam, Cambodia and former Soviet republics in central Asia all now have double-digit inflation.
"The best way is to provide targeted income support for the needy poor, particularly in South Asia and in some parts of Southeast Asia," Kuroda added.
Some countries, such as China, were in a strong position to allow their currencies to rise and should do so to help ease the pain from higher-priced food imports, he said.
Longer term, Kuroda said the solution to high food prices was raising productivity through increased government investments in the farm sector.
To that end, the Philippines agriculture department said Friday that its farmers will be encouraged to shift to hybrid varieties of rice in a bid to copy China's model for rice self-sufficiency.
Manila has been scrambling to boost stocks and raise yields, with its most recent tender for 500,000 tons of imported rice falling short by 174,250 tons.
Its government earlier this week announced a billion-dollar investment in the farm sector over three years to boost yields.
Europe has not escaped a ripple-effect, although the European Union's Agriculture Commissioner Mariann Fischer Boel thought that rising food prices would benefit the continent's agricultural sector.
"Those countries that have exports, they now earn more money," she said.

As financial markets have tumbled, food prices have soared. Since 2005, the prices of staples have jumped 80 percent. Last month, the real price of rice hit a 19-year high; the real price of wheat rose to a 28-year high and almost twice the average price of the last 25 years.
The good news for some farmers adds a crushing load to the most vulnerable вЂ“ children, as young as four or five, forced to flee the safety of their rural communities to fight for food in teeming cities; food riots threatening societal breakdown; mothers deprived of nutrition for healthy babies.
The World Bank Group estimates that 33 countries around the world face potential social unrest because of the acute hike in food and energy prices. For these countries, where food comprises from half to three quarters of consumption, there is no margin for survival.
The realities of demography, changing diets, energy prices and biofuels, and climate changes suggest that high -- and volatile -- food prices will be with us for years to come.
We need a New Deal for Global Food Policy. This New Deal should focus not only on hunger and malnutrition, access to food and its supply, but also the interconnections with energy, yields, climate change, investment, the marginalization of women and others, and economic resiliency and growth.
Food policy needs to gain the attention of the highest political levels, because no one country or group can meet these interconnected challenges.
Emergency calls
We should start by helping those whose needs are immediate. The UNs World Food Program requires at least $500 million of additional food supplies to meet emergency calls. The United States, the European Union, Japan, and other OECD countries must act now to fill this gap вЂ“ or many more people will suffer and starve. Skyrocketing food prices have increased attention to the larger challenge of overcoming hunger and malnutrition, the "Forgotten" U.N. Millennium Development Goal .
Even though hunger and malnutrition fall under the very first MDG, beyond traditional food aid, they receive only about one tenth of the resources appropriately directed to HIV/AIDS, another killer. Yet malnutrition is the MDG with the greatest "multiplier" effect: it is the largest risk factor for kids under five and the underlying cause of an estimated 3.5 million of their deaths each year.
More than 20 percent of maternal deaths are traced to malnutrition. It weakens immunities to diseases.
Research in Guatemala has shown that boys who received nutritional supplements during their first two years earned on average 46percent higher wages as adults. When impoverished families cut back, young girls are the first to lose out. Hunger and malnutrition are a cause, not just a result, of poverty.
Food assistance
This New Deal requires a stronger delivery system, to overcome fragmentation in food security, health, agriculture, water, sanitation, rural infrastructure, and gender policies. A shift from traditional food aid to a broader concept of food and nutrition assistance must be part of this New Deal. In many cases, cash or vouchers, as opposed to commodity support, is appropriate and can enable the assistance to build local food markets and farm production.
When commodities are needed, purchasing from local farmers can strengthen communities. Funds can buy micro-nutrients customized to locations. School lunch programs draw children to classrooms, while helping healthy kids to learn, and some offer parents food, too.
The World Bank Group can help by backing emergency measures that support the poor while encouraging incentives to produce and market food as part of sustainable development. Countries as diverse as Bhutan and Brazil, Madagascar and Morocco, have feeding programs for vulnerable groups. Mozambique , Cambodia, and Bangladesh employ locally-selected public works programs in exchange for food вЂ“ developing roads, wells, schools, protections against natural disasters, and forests.
Others, such as China, Egypt, Ethiopia, and Mexico offer cash transfers conditional on self-help steps вЂ“ sending children to school or preventive health checkups. Countries also have to stop dangerous border barriers to the trade in food, which put neighbors in need at greater risk and stifle signals to stimulate more production.
Scale up investment in agribusiness The International Finance Corporation, or IFC, our private sector arm, will scale up investment and advisory support to agribusiness operations in Africa and elsewhere, including through working with the Bank on land titling and productivity, local currency financing, working capital, distribution and logistics, and support for the intermediary services on which farmers must rely.
To be most successful, we will need to integrate and mobilize a diverse range of partners вЂ“ the FAO, WFP, and IFAD; other MDBs; private donors such as the Gates Foundation; agricultural research institutes; developing countries with great agricultural experience, such as Brazil; and most of all, the private sector.
A New Deal for Global Food Policy will contribute to inclusive and sustainable development. Poor, middle income, and developed countries will benefit together. Income gains from agriculture have three times the power in overcoming poverty than increases in other sectors, and 75 percent of the worlds poor are rural, with most involved in farming.
Almost all rural women active in the economies of developing countries are engaged in agriculture. With support, women can seize the opportunities of globalized food demand.
Now or never on a global trade deal
The poor need lower food prices now. But the worlds agricultural trading system is stuck in the past. If ever there is a time to cut distorting agricultural subsidies and open markets for food imports, it must be now. If not now, when?
A fairer and more open global trading system for agriculture will give more opportunities вЂ“ and confidence вЂ“ to African and other developing country farmers to expand production. The Bank Group can assist developing countries seize the possibilities by expanding the capacity to trade, overcoming barriers to get to markets, and helping with trade finance. Taxpayers and governments can save the costs of subsidies, improving budgets.
The solution is to break the Doha Development Agenda impasse in 2008. WTO Director General Pascal Lamy is looking to convene a meeting of Trade Ministers in coming weeks. This is the moment of decision for the Doha Round. Lamy has been patiently but persistently working with the WTO Committee Chairs of the negotiating groups to narrow differences. There is a good deal on the table. Its now or never.
It is an ambitious result: the cuts in tariffs in both agriculture and manufactured goods will be through formulae that cut higher figures more than through a straight percentage; higher farm subsidies will also be cut more deeply.
Solving complex problems
The key challenge now is to balance the deep, progressive tariff cuts with "flexibilities" that offer exceptions. These exceptions should not swallow the cuts; where possible, the flexibilities should still offer prospects to expand trade as economies grow. Some have suggested that developing countries will gain in agriculture while giving up protection of manufactures. This is misleading.
Considering the rise of developing country manufacturing and global sourcing, both developing and developed economies will gain from lower barriers to goods. The deal should also boost markets for services, which are an increasing share of global GDP, enablers of national development and infrastructure, and complement the measures to facilitate trade. The deal can also clarify "rules" that impede trade.
These negotiations are not worldwide poker contests, where Ministers hold cards tight, and a winner sweeps the pot of chips. They are complex problem-solving exercises. Everyone must return home with benefits and political explanations.
Political leaders need to push for "big picture" benefits too. This accord would contribute to inclusive and sustainable globalization: More opportunities for developing countries, big and small, middle income and poorer, to become more productive and to lower prices through trade; a greater sense of fairness for all in the international economy, achieved by modernizing a half century-old system. A breakthrough in the Doha Round would also infuse confidence in an economic system stressed by financial anxiety.
This moment of decision is not only for the Doha Round; it is for trade itself. Powerful voices across the political spectrum, including in my own country, are calling for, and rationalizing, protectionism. This economic isolationism signals a defeatism that will reap the losses, not the gains, of globalization.

The Marine official whose men neutralized Abu Sayyaf chieftain Khadaffy Janjalani in September 2006 is returning to Sulu, this time as commander of the militarys anti-terrorism unit, Armed Forces chief Gen. Hermogenes Esperon Jr. said Wednesday.
Esperon told reporters that Marine Brig. Gen. Juancho Sabban, who heads the Basilan-based Task Force Thunder, will take over the Joint Task Force Comet based in Jolo, Sulu on March 8.
Sabban will replace Maj. Gen. Ruben Rafael who is set to retire from the military service.
"Gen. Sabban is going back to Jolo where we have two Marine battalions. Remember that in Basilan where he used to be, there was one Marine brigade and one Army brigade so that constituted a joint task force," he said.
Sabban, as Task Force Thunder chief, was tasked to hunt down those who beheaded 10 of 15 Marines killed in an encounter in Albarkah, Basilan on July 10 last year.
"Now he is going back to Jolo, he has two Marine brigades and two battalions of the Philippine Army. As we know thats a bigger unit," Esperon said.
He said Task Force Thunder will be downgraded and eventually deactivated, although the manhunt for the perpetrators of the beheadings would continue. Roel PareГ±o

LONDON - British supermodel Naomi Campbell admitted Friday assaulting two police officers after she was removed from a flight at London's Heathrow airport earlier this year.
The 38-year-old was charged following a row over luggage on a British Airways plane bound for Los Angeles on April 3. She admitted a total of six charges at a hearing at Uxbridge Magistrates Court in west London.
Campbell, wearing dark glasses and a dark suit, was guarded by minders and police as she stepped out of a chauffeur-driven car and battled her way to the court building through a scrum of photographers and television cameras.
Inside, she pleaded guilty to three charges of assaulting a constable, one of disorderly conduct likely to cause harassment, alarm or distress and two of using threatening, abusive words or behavior to cabin crew.
The assault charge carries a maximum six-month prison sentence and a fine of up to 5,000 pounds .
Prosecutor Melanie Parrish told the court that Campbell, who was travelling first class, had initially been friendly and professional when she boarded the flight.
But she became irate after Captain Miles Sutherland informed passengers that take-off could be delayed because problems that dogged the first two weeks of the newly-opened Terminal 5 meant that not all the luggage had been loaded.
The model was then told one of her bags, containing an Yves Saint Laurent outfit that she was contracted to wear on a US chat show, had not been put in the hold.
She flew into a rage at Sutherland, who had come out of the cockpit to explain the situation, ordering him to get off the aircraft and find her bag himself.
"To say that this process was difficult would be something of an understatement. Miss Campbell made no attempt to listen to him and talked over him, stating, 'I don't want to hear'," Parrish said.
Parrish said the model was then heard to say on her mobile phone: "They have lost my fucking bags, get me another flight, get the press, get me my lawyer."
She then shouted at Sutherland: "How dare you tell me what my options are? You are not leaving until you find my fucking bags."
She then shouted at him as he walked away: "You are a racist. You wouldn't be doing this if I was white."
The hearing was adjourned for magistrates to consider her sentence.
Before the hearing, her spokesman, Alan Edwards, said: "She feels what happened was regrettable and she has come to court today to put her side of the story."
At the time, Campbell's spokeswoman blamed the incident on the chaos at Terminal 5, where hundreds of flights were cancelled and tens of thousands of bags went astray because of luggage-handling problems.
Last year Campbell was ordered to spend a week mopping floors at a New York City warehouse for hitting her maid with a mobile phone.
She was sentenced in January 2007 after pleading guilty to reckless assault, and also ordered to attend a two-day anger management course and pay more than 350 dollars to cover her victim's medical expenses.
Campbell, born and brought up in the south London suburb of Streatham, began her career after being talent-spotted at the age of 15.
She became the first black model to appear on the cover of the French and British editions of Vogue magazine in 1988, going on to become a catwalk favorite of the world's top designers.

The military confiscated at least 200 sacks of ammonium nitrate and 50 blasting caps, materials used for improvised explosive device, during a raid in Indanan, Sulu on Saturday.
The military said the joint team from the Philippine Marines and Philippine Navy confiscated the ammonium nitrate worth P849,000 in Buansa pier.
The blasting caps, a .45 pistol, three magazines of ammunition, and a handheld radio, meanwhile, were seized in a nearby house.
Maj. Gen. Juancho Sabban, commander of Joint Task Force Comet, suspected that al Qaeda linked Abu Sayyaf could be involved, noting that the raid was conducted in the area near the Abu Sayyaf camp, which was overrun by the military during its last months surgical strike.
"With blasting caps, and the ammonium nitrate, which is the basic ingredient in the so-called fertilizer bombs, it is obviously meant for a terrorist action," Sabban said.
He said investigation is still ongoing to determine who should be held liable.
He said the confiscated materials will be brought to the Firearms and Explosives Division of the Philippine National Police.

LONDON - Colleen Stewart is one of growing number of BoBos or bourgeois bohemians with a job and home many would envy -- she runs hospitality and wine tastings at an organic wine company in California and lives in a wood cabin.

After hosting a dinner for 70 wine distributors from New York at the Bonterra vineyard in Mendocino, Stewart heads home to her 700 square foot cabin on a heavily wooded, old ranch in the hills west of Ukiah, the capital of Mendocino County.

The 5,000 acre ranch was subdivided into 250 acre plots in the 1970s and quickly filled with a migration of San Francisco hippies who wanted to go back to the land, live off the land.

I was influenced by that culture, wanting to grow my own vegetables and become as self reliant as possible, said Stewart.

One of the bye-laws, actually called covenant code restrictions, is that you live organically. Other restrictions are: No use of toxic chemicals, No commercial logging, No mining, No hunting.

Most people up here follow them because that's how they want to live, said Stewart. There is a noise limit also, but sometimes that is difficult to control. If someone is noticed abusing the codes a group of neighbors will talk with them and that's usually the end of it.

Living this way, it's easy to be eco.

When you don't have a garbage company and take your own trash in you become more conscious about what you are putting in your garbage, she said.

The house is small which makes it easier to heat -- a large room downstairs with a wood burning stove and a bedroom upstairs. Electricity is from solar panels, and water from a well.

LIFESTYLE SPENDING

It's the old mentality of frugality, says Ted Ning, CEO of Lohas, a Boulder, Colorado marketing company specializing in sustainable living and organic health.

My grandparents, for example, are green -- buying just the minimal amount, only what you need, was instilled into them based on their experience with the depression, and you see that now with the oil prices, or moving from Hummers to Hybrids.

Stewart drives a Prius, the new hybrid saloon vehicle from Toyota which runs on electricity when the batteries are charged and switches to gasoline when the battery power runs out.

Ning said Stewart was a typical BoBo or bourgeois bohemian, a new marketing category of consumers willing to pay a higher price for products in line with their values.

Studies have shown they are willing to pay up to 20 percent more, said Ning.

The Natural Marketing Institute, another eco-marketing organization says BoBos are now at least 13 percent of the overall adult market in the United States.

The segment spans age groups. At the Greenfield Ranch there are people of 30 plus now wanting to settle there but Stewart said it was hard to get in unless their parents are land owners.

I love the solitude. I cannot see anybody's home from mine; I'm surrounded by forest and there's really no hunting so there's an abundance of wildlife: raccoons, skunks, bobcats, Mountain Lions, white deer that almost look like goats, said Stewart.

Stewart lives there alone but feels safe.

My biggest concern is rattlesnakes ... I wear cowboy boots when I'm out working in grassy areas.
