Two Filipinas who fell prey to a human trafficking syndicate are now being assisted by the Philippine embassy in Ankara, Turkey.

The embassy in Ankara is working for the immediate repatriation of the women. Officials did not name them.

The victims ended up in Turkey after failing to find work in Europe via Libya.

Philippine Ambassador to Turkey Bahnarim Guinomla said the two claimed to have worked in Libya for three years as domestic helpers.

They said that a certain Alice, who is based in Libya, had offered to help them travel to Europe to look for better job opportunities. The two said they paid their guide US$500 each for the trip.

However, they landed in Hatay, some 700 kms southeast of Ankara, in early August where they were arrested by the Turkish Jandarma who endorsed them to local immigration authorities.

Last month, various organizations from different sectors launched a campaign against human trafficking.

Led by the Visayan Forum Foundation Inc , the campaign seeks to put an end to trafficking of Filipino women and children who often land as sex slaves, bonded laborers and whose freedom and dignity are stripped under the guise of safe migration.

As a leading sending country of migrant workers worldwide, the Philippines has its fair share of positive and negative stories on migration.

The VFFI said that while the export of people abroad greatly contributes to the economy, thousands of Filipinos are still victimized by human traffickers who have mastered the art of deception, coercion, fraud to exploit peoples vulnerabilities.

Labor Secretary Marianito Roque said that regional wage boards are working double time to issue and implement orders increasing the minimum wage of workers in different regions around the country within the month of May.
"We will accelerate the process," Roque said in an interview on Vice President Noli de Castros radio program Para Sa вЂYo Bayan.
Roque however was hesitant to reveal how much the increases would be.
He said he wanted to make sure that the increases would not be negated by economic factors such as the escalating price of rice and the weekly increases in gasoline prices which in turn are affecting almost all goods being sold in the markets.
"Kasi mawawala ang bisa ng wage increase ," Roque said.
Roque said the main consideration would be whether employers can shoulder the increase and whether the proposed increase will not affect the prices of raw and manufactured goods and cause them to spiral.
He said they are also looking at the expanding the coverage of non-wage benefits like providing employees with free transportation to and from their workplaces and providing day-care centers for the children of employees.
Non-wage benefits an improvement in take-home pay
The Trade Union Congress of the Philippines meantime welcomed the news.
TUCP spokesperson Alex Aguilar said the move is unprecedented in the sense that in just a matter of 30 days, the wage boards will have already come up and implemented a wage order, the speediest in history as far as TUCP is aware of.
TUCP however does not expect to get the P80 increase in minimum wage it has petitioned for before the wage boards. Historically, the increase granted per petition is only about 10-11%. Less than a twenty to twenty five peso increase, however, will not be enough and unrealistic for minimum wage earners and will incur the anger of workers. They are asking the wage boards to consider the continually increasing prices of food, oil, etc in their deliberations.
Non-wage benefits pushed
Aguilar said that although the actual wage increase is important, non-wage benefits should not be belittled. "Theyre a big help, an improvement in the take-home pay," Aguilar said.
He said that aside from mere income tax exemptions, the TUCP had also suggested other non-wage benefits should be provided like penalty condonation on unpaid loans during a crisis and a rice subsidy, particularly for big companies.
"There are many ways to add to a salary. But these cannot replace an actual wage increase," Aguilar said.
He added that "talks of a wage increase cannot be discounted."
Philippine Chamber of Commerce and Industry president Donald Dee meanwhile said the employers are not against a wage increase but they also want to include non-wage benefits to help the employee cover inflationary effects.
Govt salary increase
Meanwhile, Undersecretary Laura Pascua of the Department of Budget and Management said the salaries of government employees will definitely increase by 10 percent in July. President Arroyo on Labor Day signed the executive order to implement the salary hike of government officials and workers.
Pascua said the DBM has always included in the following years budget a salary increase. The last increase was in July 2007.

If plans push through, the newly crowned NBA champions from Boston, led by the Big Three will be at ringside to root for the Filipino challenger.
According to Pacquiaos pointman in Los Angeles, Winchell Campos, 16 tickets have already been reserved for members of the Boston Celtics, most of whom are already in town as of Friday.
"They all wanted to see Pacquiao fight, knowing that Pacquiao is a big fan of the team," said Campos who said he personally talked to Garnett over the phone on the eve of the fight.
Pacquiao knew of the Celtics plan to come and see him fight, and even offered them tickets. But later on Mandalay Bay said it would provide the ringside tickets for the reigning world champions.
Campos said they are working it out with Mandalay Bay officials how the Celtics, or at least a few of them, could get inside Pacquiaos dressing room before or after the scheduled 12-rounder.
Pacquiao is a big Celtics fan, and in the recent finals against the Los Angeles Lakers he kept on rooting for the men in green.
When he checked at Mandalay Bay last Monday, he talked about the recent NBA Finals, how he knew even before the start that the Lakers would find no answer to the Celtics "deeper bench."
Pacquiao proudly wore a Celtics cap that night, the cap being presented to him by a friend during his last day of training at the Wild Card Gym in LA.

LONDON - British newspapers let out a collective sigh of relief Tuesday after the inquest into the death of princess Diana returned a verdict, and called for her to finally be left to rest in peace.
The 11-member jury returned verdicts of unlawful killing through grossly negligent driving, blaming chauffeur Henri Paul and paparazzi photographers pursuing her car at high speed.
Jurors added that the fact that Diana and her boyfriend Dodi Fayed were not wearing seatbelts contributed to their deaths.
The Guardian wrote in its editorial that the jury had found that "there was no conspiracy involving the Duke of Edinburgh, MI6, Mossad, visitors from Mars or the man on the grassy knoll."
"That's it. The end. Enough. Let it be."
It continued: "The inquest has been a travesty of what should have been a solemn procedure. Thank God it is over. Let us hope we never have to put up with anything like it again."
During the six-month inquest at London's High Court, Dodi's father Mohamed Al Fayed alleged that the couple were killed in an establishment plot involving senior royals including Queen Elizabeth II's husband Prince Philip, to prevent her marrying a Muslim.
Several newspapers urged Al Fayed to finally drop his allegations, and accept the verdict of the inquest.
"Mohamed Fayed was understandably grief-stricken by the loss of his son," The Daily Telegraph's editorial read.
"But his efforts in the intervening years to sully the reputations of the royal family, the security and intelligence services, the Metropolitan Police, the British judicial system, sundry diplomats and, indeed, anyone who did not share his paranoid convictions, have long since destroyed any residual sympathy for his predicament."
It continued: "Mr Fayed has nowhere else to go ... This must stop here: let the victims of this tragic affair now rest in peace."
The Times chimed in, arguing that "Mr Al Fayed has a responsibility to acknowledge that his preposterous parallel universe of dark royal threats and MI6 assassins has been shown to be just that."
"Tragedy and disbelief launched the process, but it was guided and dignified by the rule of law, whose verdict all concerned must now accept."
Similarly, the Daily Mail wrote that while most people accepted that there was no conspiracy behind the deaths of Diana and Dodi, "because of the deranged conspiracy theories of one rich fantasist, only now has that verdict been recorded."
The paper asked whether the inquest had "achieved anything at all?"
"Only this: everyone must now acknowledge that even the wildest conspiracy theories have been fully aired in a British court -- and found to be utterly without founding.
"Is it too much to hope that Diana and Dodi will now be left to rest in peace?"
The Independent's editorial was also along similar lines, with the newspaper writing that "it is to be hoped that this verdict will, at the very least, bring an end to the unedifying soap opera that has accompanied this inquest."
"After six months, 250 sworn testimonies, and considerable public expense, it is difficult not to breathe a sigh of relief that it is finally over."
One newspaper, however, argued that the process was not yet over: The Daily Express, known for its so-called "Diana Monday" headlines -- the newspaper has published conspiracy theories on the princess's death on so many Mondays it has practically made it a tradition.
According to the Express, the inquest "points the way forward for the pursuit of justice."
"While Henri Paul is dead, the drivers of several other vehicles on the streets of Paris that night should clearly now face manslaughter charges."
The paper concluded ominously: "If the wheels of French justice move as slowly as the wheels of its British equivalent such an outcome may still be years away."

Malaysia opposition set to rule in five states

KUALA LUMPUR - Opposition parties were getting ready to take power in five of Malaysia's 13 states on Tuesday, putting the country in uncharted waters with the government facing real competition for the first time.
A government led by the Democratic Action Party , backed mainly be the ethnic Chinese minority, was sworn into office on Tuesday in the industrial hub state of Penang in a quiet ceremony witnessed by somber-looking civil servants who have only ever worked for the long-ruling National Front coalition.
The strongly Islamist Parti Islam se-Malaysia will lead or share power in four states, including three -- Kedah, Perak and Kelantan -- that share borders with Thailand, which has been battling an Islamic insurgency with historical links to Malaysia.
PAS and the DAP have vowed to review federal projects on the drawing board in their areas, but said would not stand in the way of projects that were already approved and were beneficial to the people, and have warned they would not tolerate cronyism.
Malaysia's politics of patronage, whereby state contracts are given to businesses aligned with ruling-party interests, has nurtured a powerful political-business establishment whereby contracts are often awarded without open, competitive tenders.
The Edge Financial Daily said in an editorial on Tuesday that was a major factor in Saturday's election, which handed the ruling National Front its worst electoral setback in history.
"Indeed, one can say that one reason why the people voted so strongly for the opposition in the elections is to send a message that they have had enough of political cronyism and awards of contracts and deals to politically connected companies.
Dead cat bounce
The prospect that this nexus could be cut, and the possibility of policy gridlock now that the National Front has lost its iron-clad two-thirds majority in parliament and faces strong opposition in heartland states, has spooked the markets.
Malaysian shares plunged 9.5 percent on Monday, wiping out some $30 billion in market capitalization, probably the biggest single-day loss in the market's history.
Stocks had rebounded nearly 3 percent by 0300 GMT, but analysts saw it as a short-lived reprieve. "It's a dead cat's bounce," said Kenny Yee, research head at OSK Investment Bank. "Certainly our market will be undergoing lengthy consolidation."
Prime Minister Abdullah Ahmad Badawi's National Front will be undergoing consolidation as well in the days to come.
He has a tricky task ahead in fending off leadership challenges, especially with his UMNO party -- the dominant coalition partner -- set to hold leadership elections in June.
He will also need to fill gaping holes in his Cabinet -- four ministers lost seats in the weekend election, including Works Minister S. Samy Vellu, the head of the main Indian party in the coalition, who lost his seat in the weekend debacle.
The winning opposition parties have a delicate task ahead as well. The Chinese-dominated DAP has long harbored deep suspicions about the Islamist agenda of PAS, which advocates Islamic law for Muslims, including punishments such as stoning and amputations.
The DAP, PAS and the People's Justice party of former Prime Minister Anwar Ibrahim were still hammering out their power-sharing arrangements on Tuesday in Kedah, Perak and central Selangor state in the first test of how well they will govern.
PAS kept power in Kelantan state and its government was due to be sworn-in on Tuesday evening.
A protest vote from ethnic Chinese and Indians, upset over what they saw as racial inequality in terms of business, job and education opportunities, had been expected in Saturday's poll.
But Malays, who are all Muslims and traditionally support the National Front, completed a perfect storm for the government, giving PAS a record vote to protest against rising prices.
Without a two-thirds majority, Abdullah's Front can no longer change the constitution or make some key appointments.

Certain depressed patients who suffer from heart disease have nearly double the risk of dying over a seven-year period compared with other depressed patients, researchers say. The patients most at risk are those who suffer from the most severe depression within a few weeks of being hospitalized for a cardiac event, such as a heart attack, and those whose depression doesn't get better within six months, according to study findings published in the September issue of Archives of General Psychiatry.The study authors noted that about one out of every five people who survive a heart attack hit a patch of major depression over the next few weeks. Depression has been known to boost the risk of death after an acute coronary syndrome event, such as heart attack or the chest pain known as unstable angina.In the new study, Dr. Alexander H. LONDON - British supermodel Naomi Campbell admitted Friday assaulting two police officers after she was removed from a flight at London's Heathrow airport earlier this year.
The 38-year-old was charged following a row over luggage on a British Airways plane bound for Los Angeles on April 3. She admitted a total of six charges at a hearing at Uxbridge Magistrates Court in west London.
Campbell, wearing dark glasses and a dark suit, was guarded by minders and police as she stepped out of a chauffeur-driven car and battled her way to the court building through a scrum of photographers and television cameras.
Inside, she pleaded guilty to three charges of assaulting a constable, one of disorderly conduct likely to cause harassment, alarm or distress and two of using threatening, abusive words or behavior to cabin crew.
The assault charge carries a maximum six-month prison sentence and a fine of up to 5,000 pounds .
Prosecutor Melanie Parrish told the court that Campbell, who was travelling first class, had initially been friendly and professional when she boarded the flight.
But she became irate after Captain Miles Sutherland informed passengers that take-off could be delayed because problems that dogged the first two weeks of the newly-opened Terminal 5 meant that not all the luggage had been loaded.
The model was then told one of her bags, containing an Yves Saint Laurent outfit that she was contracted to wear on a US chat show, had not been put in the hold.
She flew into a rage at Sutherland, who had come out of the cockpit to explain the situation, ordering him to get off the aircraft and find her bag himself.
"To say that this process was difficult would be something of an understatement. Miss Campbell made no attempt to listen to him and talked over him, stating, 'I don't want to hear'," Parrish said.
Parrish said the model was then heard to say on her mobile phone: "They have lost my fucking bags, get me another flight, get the press, get me my lawyer."
She then shouted at Sutherland: "How dare you tell me what my options are? You are not leaving until you find my fucking bags."
She then shouted at him as he walked away: "You are a racist. You wouldn't be doing this if I was white."
The hearing was adjourned for magistrates to consider her sentence.
Before the hearing, her spokesman, Alan Edwards, said: "She feels what happened was regrettable and she has come to court today to put her side of the story."
At the time, Campbell's spokeswoman blamed the incident on the chaos at Terminal 5, where hundreds of flights were cancelled and tens of thousands of bags went astray because of luggage-handling problems.
Last year Campbell was ordered to spend a week mopping floors at a New York City warehouse for hitting her maid with a mobile phone.
She was sentenced in January 2007 after pleading guilty to reckless assault, and also ordered to attend a two-day anger management course and pay more than 350 dollars to cover her victim's medical expenses.
Campbell, born and brought up in the south London suburb of Streatham, began her career after being talent-spotted at the age of 15.
She became the first black model to appear on the cover of the French and British editions of Vogue magazine in 1988, going on to become a catwalk favorite of the world's top designers.

President Arroyo has revoked Executive Order 464 , but doubts remain whether the administration will allow officials to disclose confidential information on the National Broadband Network deal with ZTE Corp. of China.
Senator Rodolfo Biazon told ANC former National Economic and Development Authority Chairman Romulo Neri can still claim executive privilege since this is a right of the chief executive under the Constitution.
However, Biazon noted that the Supreme Court has also said that executive privilege cannot be used to cover up a crime.
Senate President Manuel Villar also voiced the same concern as he called Mrs. Arroyos latest action a "face-saving tactic."
"In the face of the abusive invocation of executive privilege, the cancelation of this EO is immaterial and irrelevant. In the first place, the Supreme Court already rendered this order inutile in the case Senate vs. Ermita," said Villar.
Archbishop Oscar Cruz told ANC he still fears that the Arroyo administration may not let the truth on the NBN-ZTE deal come out.
"I would like to wait and see if really we will come to know how far it goes, and when and who are involved, from top to bottom," Cruz said.
While Arroyo bowed to the Catholic Bishops Conference of the Philippines' demand to abolish EO 464, Cruz said the President should also order her officials to speak in congressional investigations.
"The CBCP, as a whole, as a body recommended 2 things: first is the revocation of EO 464. But then after, it says that all those major officials involved in the NBN-ZTE deal should be allowed to speak. These are two separate recommendations and expectations," he said.
Cruz said Arroyo has only granted one of the conditions of the CBCP. It is still waiting for Arroyo's response to the other conditions of the bishops.
Cruz said the "behavioral pattern of the administration" is that "it is an administration that will not give it its power."
He said it is still a mystery whether officials involved in the "ZTE-NBN scandal" will disclose all information to the Senate.
"I would still withhold trust on the present administration because credibility is not one of its assets," Cruz said.
Renato Reyes Jr., Bagong Alyansang Makabayan secretary general, also said that "so long as the skewed application of executive privilege remains, government will continue its cover up of the truth."
Villar also called on the public to "remain vigilant and steadfast in our quest for the truth."

People who suffer from vision-impairing glaucoma can exercise without fear of making the condition worse, according to a new study.Glaucoma arises from abnormally high fluid pressure within the eyes, a situation that can damage the optic nerve and lead to vision loss. It's possible that by increasing pressure in the eyes, regular aerobic exercise could contribute to the progression of glaucoma."As an increasing number of people are becoming active in aerobic physical exercise such as jogging and bicycling, it would be interesting to identify any limitations or precautions, concerning the effect of exercise on intraocular pressure," Dr. Irene Asouhidou, of Aristotle University of Thessaloniki, Greece, and colleagues note.To do this, they examined how pressure in the eyes is affected in athletes, non-athletes, and glaucoma patients who perform aerobic exercise with or without the use of various eye drops used to treat glaucoma. The study included 100 healthy subjects and 45 glaucoma patients.Mirroring some prior studies, a significant decrease in intraocular pressure was observed after exercise.Moderate aerobic exercise reduced the eye pressure of both healthy subjects and glaucoma patients using anti-glaucoma eye drops."Regular moderate aerobic exercise (walking, jogging, bicycle, etc.) has been proven beneficial and should be encouraged for glaucoma patients," Asouhidou told Reuters Health in an email interview."The next step of our research is to identify how other types of exercise affect the intraocular pressure, especially in patients who are under medication for glaucoma."

Let Orthopedic Surgery Wait Until Morning When Possible

Scheduling a prime daytime slot to undergo an orthopedic procedure may lower your risk of an unplanned follow-up surgery later on, a new study has found. The study, published in the September issue of The Journal of Bone and Joint Surgery, found little difference otherwise for healing, recovery time and major complication rates between certain orthopedic surgeries done during the day (between 6 a.m. and 4 p.m.) and those done after hours (4 p.m. to 6 a.m.). "Although everyone wants to be treated immediately, it may be in a patient's best interest to wait until morning. The reality is that the on-call night surgical team may not be well rested, as it is likely they had just finished a normal day shift," study lead author Dr. William M. Ricci, chief of the Orthopaedic Trauma Service at the Washington University School of Medicine in St. Louis, said in a news release issued by the American Academy of Orthopaedic Surgeons. The study of 203 surgeries to repair either a fractured thigh or shin bone found a higher incidence of follow-up surgery to remove painful hardware (often a supportive rod called an intramedullary nail fixation that was placed to stabilize the broken bone) in the after-hours patients than the daytime patients -- 27 percent versus 3 percent, respectively. "The results of the study suggest that the system is working fairly well and it is not always best to rush a patient to the OR in the middle of the night. Naturally, when the medical condition is emergent and time is a critical factor, immediate surgery should proceed regardless of time of day," Ricci said in the news release. "For non-emergent fracture care, sufficient daytime resources should be made available to avoid unnecessary night-time surgery," he added.

LONDON - Colleen Stewart is one of growing number of BoBos or bourgeois bohemians with a job and home many would envy -- she runs hospitality and wine tastings at an organic wine company in California and lives in a wood cabin.

After hosting a dinner for 70 wine distributors from New York at the Bonterra vineyard in Mendocino, Stewart heads home to her 700 square foot cabin on a heavily wooded, old ranch in the hills west of Ukiah, the capital of Mendocino County.

The 5,000 acre ranch was subdivided into 250 acre plots in the 1970s and quickly filled with a migration of San Francisco hippies who wanted to go back to the land, live off the land.

I was influenced by that culture, wanting to grow my own vegetables and become as self reliant as possible, said Stewart.

One of the bye-laws, actually called covenant code restrictions, is that you live organically. Other restrictions are: No use of toxic chemicals, No commercial logging, No mining, No hunting.

Most people up here follow them because that's how they want to live, said Stewart. There is a noise limit also, but sometimes that is difficult to control. If someone is noticed abusing the codes a group of neighbors will talk with them and that's usually the end of it.

Living this way, it's easy to be eco.

When you don't have a garbage company and take your own trash in you become more conscious about what you are putting in your garbage, she said.

The house is small which makes it easier to heat -- a large room downstairs with a wood burning stove and a bedroom upstairs. Electricity is from solar panels, and water from a well.

LIFESTYLE SPENDING

It's the old mentality of frugality, says Ted Ning, CEO of Lohas, a Boulder, Colorado marketing company specializing in sustainable living and organic health.

My grandparents, for example, are green -- buying just the minimal amount, only what you need, was instilled into them based on their experience with the depression, and you see that now with the oil prices, or moving from Hummers to Hybrids.

Stewart drives a Prius, the new hybrid saloon vehicle from Toyota which runs on electricity when the batteries are charged and switches to gasoline when the battery power runs out.

Ning said Stewart was a typical BoBo or bourgeois bohemian, a new marketing category of consumers willing to pay a higher price for products in line with their values.

Studies have shown they are willing to pay up to 20 percent more, said Ning.

The Natural Marketing Institute, another eco-marketing organization says BoBos are now at least 13 percent of the overall adult market in the United States.

The segment spans age groups. At the Greenfield Ranch there are people of 30 plus now wanting to settle there but Stewart said it was hard to get in unless their parents are land owners.

I love the solitude. I cannot see anybody's home from mine; I'm surrounded by forest and there's really no hunting so there's an abundance of wildlife: raccoons, skunks, bobcats, Mountain Lions, white deer that almost look like goats, said Stewart.

Stewart lives there alone but feels safe.

My biggest concern is rattlesnakes ... I wear cowboy boots when I'm out working in grassy areas.

ABS-CBN Bacolod The Bacolod City Police Office will deploy additional policemen to the streets to secure thousands of students expected to troop to schools on June 10.
Senior Superintendent Ronilo Quebrar, Bacolod police chief, said 70 policemen will be assigned to 45 elementary schools and 22 public schools in the city.
Quebrar said police visibility in schools should be augmented because petty thieves usually strike during the opening of classes.
Police said at least 90,000 students are expected to troop to schools in the city.
Traffic policemen and more operatives will be deployed to the streets and transport terminals to secure students and parents next week, he added.
Meanwhile, the Department of Education division in Bacolod urged public school students and their parents to actively participate in the "Brigada Eskuwela" launched nationwide on Monday.
Brigada Eskwela is a schools maintenance program that engages all education stakeholders to participate in repairing damaged and maintaining public schools.
The program kicked off Monday in Bacolod with a caravan that drove around different publicschools.

"I hope that parents will realize that their children's education is not only the government's job, but also needs their support. This Brigada Eskwela will give them the chance to offer their equity in the form of labor, so that their children will have a clean and conducive environment for learning," said Dr. Milagros Gonzales, Bacolod City Division Schools Superintendent.
